Demand Led Rural Infrastructure at Local Level


Introduction


The Demand-led Rural Infrastructure at Local Level is a requested intervention, which aims at developing technical knowledge and social mobilization in order that local people resolve rural infrastructure building problem by themselves. DRILL is not only a rural infrastructure building programme but also includes a strong social dimension, as well as a capacity-builder. These are further described under the following four operational objectives:

Capacity Building
Community management groups, local service providers, technicians and local institutions are enhanced and will be able to provide professional services.

The local institutions as well as the communities/user groups are helped to build their capacity. The local institutions and technicians will be able to provide professional services, as the communities / user groups will be able to fully undertake the management of their infrastructures.

Construction and Maintenance of Rural Infrastructure

Community-managed reliable and appropriate Rural Infrastructures are planned, implemented and maintained.

The communities are able to plan and implement their infrastructures themselves, and 80% of these infrastructures are well maintained during their lifetime.

Social Equity

Social equity within communities and equitable distribution of resources amongst communities is ensured.

Social equity within and amongst communities. Within a community, equity (gender/caste/ethnic) will be improved. This will be assessed through the increased number of SLOWJ utilising services.

Context responsive Tools

Context responsive tools and modalities are tested and replicated.

All modalities and tools developed under DRILL for working in the conflict situation will be shared amongst Helvetas projects and other organisations. DRILL will remain highly alert, sensitive and responsive. It will fall under the countrywide umbrella of Helvetas security guidelines and situation monitoring.

VISION: Improvement in the well-being of communities by reinforced socio-economic equity through the development of efficient and locally appropriate rural infrastructures and its services.

MISSION: Enable communities and intermediary partners to make them able to build and sustain rural infrastructures, by making optimal use of local resources and accessing the optimal level of support.

Through the use of collaborating institutions (CIs), DRILL will contribute to help intermediary implementing partners and communities to become more capable in solving rural infrastructure building problems, by helping them make optimal use of resources already available to them and providing them with an optimal level of support.

This mission will be pursued concretely through targeting the development objective. It will be implemented along the lines of the four operational objectives and principles of the programme.

TARGET AREAS, BENEFICIARIES AND PARTNERS:The focus of DRILL-supported projects will be in 4 to 6 districts in the mid- and far western region in the mid-hills during pilot phase. The selection of working districts will be based on the location of the projects such as BBLL-WARM-P-LLINK-SSMP and other Helvetas and SDC programmes. It will also depend on the security situation in those districts and on the ability to work with communities in a process approach.

The potential districts currently covered / targeted by existing Helvetas programmes in the mid- and far western region include: Doti, Achham, Surkhet, Dailekh, Jajarkot and most recently also Darchula. 

DRILL beneficiaries are in the first place communities, i.e. particularly groups or individuals belonging to the SLOWJ segment of the society. The partners of DRILL are local service providers, but also national external expertise will be employed when required. External service providers will also be mandated for monitoring, training and capacity building purposes. Local organisations including intermediary partners who are willing to assume responsibility for organising, mobilising resources and undertaking infrastructure work are the partners of DRILL

  • Improved livelihoods in rural communities through development of economically and technically appropriate and socially equitable infrastructures.
